Exit Interstate 5 at Fourth Plain Boulevard and follow signs east. Before
Gen. Howard, a Civil War hero, was appointed commander here, he headed
the Freedmen’s Bureau, which assisted freed slaves. As part of his work,
he helped found Howard University in Washington, D.C., the nation’s first
university for African Americans.

Exit Interstate 5 at Mill Plain Blvd. Here are buried at least three “Buffalo
Soldiers,” members of the black cavalry regiments that served in the Indian
wars in the Southwest. Their Native American adversaries named them for
their buffalo-like hair. Medal of Honor recipient Moses Williams, who
